The participation of workers and their representatives in decision- or policy-making bodies have been resorted to in many polities. This study, done by the independent research institution ILS, generally inquires into the practice of labor representation in the Philippines. It attempts to trace its evolution in the country, and takes a second look at the appointment and selection processes for labor representatives, their functions and responsibilities, performance, emoluments, among others. Recommendations on how labor representation in Philippine government institutions may be improved have likewise been forwarded in this publication.
