This IPG-BBGC publication looks into the different strategies and approaches of mainstreaming political participation of women at the barangay-bayan (village-municipality) levels. It hopes to contribute to the discourse on whether projects arrived at through an “inversion of priority” principle in local development planning will change Filipino community attitudes and perception on gender. Likewise, it argues that local planning processes musty be linked up with the broader objective of redefining institutional arrangements at the local level to create “public spaces” where people are put first, rather than politics.
